FOR CARNIVAL SERVICES <br />AT CITY EVENTS FOR AN AMOUNT <br />PAYABLE TO THE CITY OF 25 PERCENT <br />OF GROSS SALES (30 PERCENT FOR <br />ADVANCE SALES) WITH FUNDS TO BE <br />DEPOSITED IN THE GENERAL FUND <br />/s/Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with So Cal Rides, LLC for carnival services <br />at City events for an amount payable to the City of 25 percent of gross sales (30 percent for advance <br />sales) for the period March 20, 2020 to March 2, 2023 with funds to be deposited in the General <br />Fund, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On November 7, 2019, the City of Santa Ana issued Request for Proposal (RFP) Number 19-113 for <br />various special event services. The RFP supports the Parks, Recreation, and Community Services <br />Agency (PRCSA) efforts to bring together many elements needed to provide multiple city -produced <br />events throughout the year. <br />An evaluation committee consisting of representatives from PRCSA reviewed and rated the proposals <br />according to the criteria listed in the RFP, which includes firm/team experience, references/relevant <br />experience, manner for performing services and fees. The results of the RFP evaluation included the <br />City receiving two proposals, one of which was non -responsive. The committee evaluated the one <br />responsive proposal and determined the company is qualified to provide carnival services. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Strategic Plan Goal #5 - Community Health, <br />Livability, Engagement & Sustainability, Objective #4 (support neighborhood vitality and livability). <br />FISCAL IMPACT <br />The Agreement includes So Cal Rides paying the City 25 percent of gross sales earned at each <br />event and 30 percent of gross sales earned from advance purchases. <br />Funds will be deposited in the following account for the specified years: <br />25C-1 <br />
