Development of a microfarm will not have an adverse effect on habitat for <br />threatened species and would not significantly have a negative effect on traffic, noise, air quality <br />or water quality. There are no features that distinguish this project from others in the exempt <br />class and, therefore, there are no unusual circumstances. As a result, a CEQA exemption will be <br />filed for this project. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 - Community Health, Livability, <br />Engagement and Sustainability), Objective #4 (support neighborhood vitality and livability), <br />Strategy B (improve neighborhood quality by locating or providing access to complementary <br />services and public facilities, including access to healthy food options (community gardens, <br />farmers' markets, corner markets, etc.) in neighborhoods). <br />FISCAL IMPACT <br />Once the terms of the DDA are met, a Ground Lease will be executed with THRIVE. The <br />Ground Lease is estimated to commence as early as April 1, 2021 and will recognize $12 per <br />year, during the 99-year ground lease term, into the Miscellaneous Revenue, Rental of Property <br />account (no. 01102002-57960). <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Steven A.
