Proposals <br />shall NOT be sent via fax or email. All proposals must be received by the Public Works <br />Agency of Santa Ana by the date and time shown in the schedule in Table 2 at the end of this <br />section, City of Santa Ana time. Proposals received after this time and date may be returned <br />unopened. Postmarks will not be accepted as proof of receipt. <br />All notifications, updates and addenda will be posted electronically on the City's PlanetBids <br />vendor portal accessible through the following link: <br />htti)s://www.planetbids.com/portal/portal.cfm?CompanyID=2013 7. <br />Any addenda issued shall be taken into account in the bid and shall be made a part of the <br />Contract. Addenda may be issued by the City for any reason. Failure to respond to required <br />updates may result in a determination of a nonresponsive proposal. Proposers shall be <br />responsible for monitoring the site to obtain information regarding this solicitation. <br />The current franchise agreements (including the solid waste and recycling agreement, C&D <br />agreement, sharps agreement, universal waste agreement, and battery agreement), the most <br />recent franchised hauler annual report, the results of the City's solid waste survey will be made <br />available on PlanetBids. <br />AWARD <br />To he considered, proposals must be complete and must conform to the requirements of this <br />RFP as to form and content. The franchise agreement will be awarded to the proposer that <br />the City Council determines will best assist the City to reach its goal of receiving the highest <br />quality service at the lowest reasonable cost. The successful proposal may or may not be the <br />lowest cost proposal. The City, however, reserves the right to reject any or all proposals, to <br />accept or reject any one or more items of a proposal, or to waive any minor irregularities or <br />informalities in the proposal. <br />Draft, February 11, 2020 6 City of Santa Ana <br />
