<br /> RECOMMENDED ACTION: <br /> <br />1. Approve the proposed Fiscal Year 2020-2021 Community Development Block <br />Grant Program in the estimated amount of $7,560,549, subject to adjustment <br />upon notification of the Grant Year 2020 and 2021 award from the United States <br />Department of Housing and Urban Development. The estimated amount of <br />$7,560,549 includes $5,701,154 from the Grant Year 2020 allocation, re-allocation <br />of prior year program funds in the amount of $1,004,222, and $855,173 from 2021 <br />Grant Year allocation for public services from the United States Department of <br />Housing and Urban Development. <br /> <br />2. Direct the City Attorney to finalize and authorize the City Manager to execute <br />memorandums of understanding with various city departments awarded funds <br />as part of the approved Community Development Block Grant Program for a <br />term beginning July 1, 2020 through June 30, 2021, subject to non-substantive <br />changes approved by the City Manager and City Attorney (Agreement No. A- <br />2020-XXX). <br /> <br />3. Direct the City Attorney to finalize and authorize the City Manager to execute <br />agreements with non-profit organizations awarded funds as part of the approved <br />Community Development Block Grant Program for a two-year term beginning <br />July 1, 2020 through June 30, 2022, subject to non-substantive changes approved <br />by the City Manager and City Attorney. Funding for Public Services approved <br />for Fiscal Year 2020-2021 will be renewed at the same award amount for 2021- <br />2022 subject to review of the non-profit organization’s performance (Agreement <br />No. A-2020-XXX). <br /> <br />City Department 2020-2021 Award <br />1. Community Development Agency - Administration of the CDBG <br />$1,080,230 <br />Program. Proposed funding amount calculated based on 20% administrative cap less Fair <br />Housing amount. <br />2. Orange County Fair Housing Council Inc. – Provides fair housing <br />education, landlord tenant counseling and enforcement services to combat housing discrimination <br />$60,000 <br />and city administrative support for the residents of the City of Santa Ana. A commitment to <br />further fair housing is a requirement of CDBG funding. <br />3. Code Enforcement – Community Preservation Services $800,000 <br />4. Economic Development - Funds are used to make award grants of up to <br />$72,926 <br />$5,000 to eligible microenterprise businesses in the City. <br />5. Library Services - Library Renovation $700,000 <br />6. Parks, Recreation, and Community Services Agency $1,400,000 <br />7. Planning and Building Agency – Neighborhood Sponsored Improvements to <br />$50,000 <br />address property maintenance and life safety violations, which contribute to the visual blight and <br />general decline of an area. <br />8.
