RESOLUTION NO. 2020-002 <br />A RESOLUTION OF THE HOUSING AUHTORITY OF THE <br />CITY OF SANTA ANA GRANTING CONSENT TO THE <br />ORANGE COUNTY HOUSING AUTHORITY TO <br />ADMINISTER PROJECT -BASED VOUCHERS IN THE CITY <br />OF SANTA ANA <br />WHEREAS, the Housing Authority of the City of Santa Ana ("Agency") is a <br />California housing authority duly organized and existing under the California Housing <br />Authorities Law, Part 2 of Division 24, Section 34200, et seq., of the Health and Safety <br />Code ("HAL"), and has been authorized to transact business and exercise the power of <br />a California housing authority pursuant to action of the City Council ("City Council") of <br />the City of Santa Ana; and <br />WHEREAS, on July 2, 2019, the Agency authorized the Executive Director of the <br />Agency and the Recording Secretary to execute a pre -commitment letter with the <br />Related Companies of California to enter into negotiations for a sixty-two (62) year <br />ground -lease of 1126 E. Washington Ave for the development of the Crossroads at <br />Washington affordable housing project located at 1126 and 1146 E. Washington <br />Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and 398-092-14) ('Project'); and <br />WHEREAS, on July 2, 2019, the City of Santa Ana authorized the City Manager <br />and the Clerk of the Council to execute a pre -commitment letter with the Related <br />Companies of California for $3,971,440 in affordable housing funds consisting of <br />$963,951 in Neighborhood Stabilization Program funds and $3,007,489 in HOME <br />Investment Partnerships Program funds, for the development of the Crossroads at <br />Washington affordable housing project located at 1126 and 1146 E. Washington <br />Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and 398-092-14); and <br />WHEREAS, California Health and Safety Code Section 34209 allows the Orange <br />County Housing Authority to allocate and administer Project -Based Vouchers in the City <br />of Santa Ana with the consent of the City Council of the City of Santa Ana; and <br />WHEREAS, the Orange County Housing Authority intends to administer Project - <br />Based Vouchers in the City of Santa Ana for the development of the Crossroads at <br />Washington affordable housing project located at 1126 and 1146 E. Washington <br />Avenue, Santa Ana, CA 92701 (APNs 398-092-13 and 398-092-14); and <br />WHEREAS, the Project is vital to and in the best interest of City and the health, <br />safety and welfare of its residents, and is in accordance with the public purposes of <br />applicable state and local laws. <br />Resolution No. 2020-002 <br />Page 1 of 3 <br />
