and phone number to the City if proposers wish to receive answers to questions and other <br />RFP addenda. Only written responses will govern. Written questions may not be accepted <br />after the date shown in the schedule in Table 2 at the end of this section, as this would leave <br />insufficient time for the City to provide an adequate response to all potential proposers. <br />However, if proposers have simple questions regarding how to complete submittal forms or <br />otherwise complete the proposal requirements, proposers may continue to request assistance <br />via telephone until the proposal due date. See "Communication Protocol During RFP <br />Process' below for instruction on where to submit questions. <br />COMMUNICATION PROTOCOL DURING RFP PROCESS <br />Questions regarding this RFP shall be made in writing via the City's PlanetBids vendor portal. <br />No phone inquiries will be accepted, excepting questions regarding completion of proposal <br />forms, which shall be directed to Laith Ezzet at lezzet@hfh-consultants.com. <br />PROPOSAL ADMINISTRATION <br />The City of Santa Ana shall have the right to perform, and each proposer must agree to <br />cooperate with, an investigation and review of each proposer's ability to perform the work <br />required. Such cooperation shall apply not only to the verification of the proposer's capability <br />and experience in the provision of services, but also to the provision of any other component <br />of work that may be required under this procurement. <br />In order to objectively evaluate all proposals, the City has attempted to describe the desired <br />services and the terms and conditions in the draft franchise agreement in a manner that will <br />allow a reasonable level of comparability among the proposals. Therefore, the City <br />discourages, and may disqualify, proposals that substantially deviate from the RFP. <br />Proposals that do not include the completed forms required herein and information required <br />in Section V may be disqualified. Provided that the proposer has submitted a proposal that <br />meets all of the minimum requirements of this RFP, the proposer may also offer additional <br />enhancements that exceed the RFP requirements. <br />The City reserves, at its sole discretion, the right to reject all proposals, disqualify <br />nonconforming or incomplete proposals, waive deviations from the RFP, and determine <br />whether proposers are qualified. The City reserves the right to issue addenda to the RFP, to <br />modify the RFP, to modify the franchise agreement, or to withdraw the RFP. The City and <br />HF&H may request clarification or additional information from any of the proposers at any <br />point in the RFP process. <br />Proposals must comply fully with the requirements detailed in this RFP. Required <br />supporting documentation must be included as attachments and be appropriately identified. <br />The existing service information presented in Section II and Attachments 2 and 3 of this RFP <br />is for information only and the proposer agrees to indemnify and hold the City harmless for <br />the accuracy of this data. All proposers should take whatever steps they believe are necessary <br />to reasonably establish the actual existing service information when preparing their <br />proposals. <br />Draft, March 9, 2020 4 City of Santa Ana <br />60A-14 <br />
