EXHIBIT 3E <br />EXAMPLE CALCULATION FOR <br />AVERAGE ANNUAL CHANGE IN PUBLISHED INDICES <br />Consumer Price Index <br />The CPI rate adjustment index is calculated using the "average annual change' as <br />demonstrated in the example below, measured for the 12 months ending December prior to <br />the Rate Year anniversary date compared to the 12 months ending December in the previous <br />year. The Bureau of Labor Statistics publishes the Consumer Price Index for All Urban <br />Consumers for All Items Less Food and Energy - US City Average. <br />In the example below, the average annual index for the 12 months ended December 2017 of <br />252.169 is entered in Column B, Row 1, "New Index Value," of the example rate adjustment <br />formula in Exhibit 3A, and the average annual index for the 12 months ended December 2016 <br />of 247.602 is entered in Column A, Row 1, "Old Index Value" in Exhibit 3A.
