REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 17, 2020 <br />TITLE: <br />APPROVE AN AGREEMENT ACCEPTING <br />SANTA ANA WATERSHED PROJECT <br />AUTHORITY FUNDS FOR THE <br />WASHINGTON AVENUE WELL PROJECT <br />IN THE AMOUNT OF $100,000 <br />PROJECT NO. 19-6423 <br />(NON -GENERAL FUND) <br />/s/Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1"Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />,K•�►nl►ir».ic•� <br />FILE NUMBER <br />Authorize the City Manager to execute an agreement with the Santa Ana Watershed Project <br />Authority for the period of December 17, 2019 to December 31, 2020, accepting Proposition 1 <br />Integrated Regional Water Management (IRWM) Program Disadvantaged Communities (DAC) <br />Involvement Program Grant funding in the amount of $100,000, subject to non -substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In October 2019, the City of Santa Ana Public Works Agency — Water Resources Division applied <br />for Proposition 1 IRWM DAC Involvement Program Technical Assistance Grant Funding, <br />administered by the Santa Ana Watershed Project Authority (SAWPA) in the maximum award <br />amount of $500,000. On December 17, 2019, the SAWPA Board of Commissioners approved an <br />award of $100,000 in IRWM DAC Involvement Program funds for project planning technical <br />assistance for the City's Washington Avenue Well Project. <br />The Washington Avenue Well project offers a local water supply which helps improve long-term <br />resilience, and closes the projected gap between future demand and available supply by adding <br />over 4,000 acre feet per year to the City's pumping capacity. This creates less reliance on imported <br />water, which, in turn, reduces wholesale water costs. This project will also address low-pressure <br />deficiencies, improve system reliability and increase flexibility. <br />While the terms of the grant agreement state that grant funds will be used for project planning <br />technical assistance costs incurred from December 17, 2019, to December 31, 2020, no expenses <br />have been incurred, nor will be incurred, prior to City Council approval. All allowable expenses will <br />be incurred in FY 2020-21, as grant funds approved with this action will be incorporated into the <br />FY 2020-21 Capital Improvement Program budget for the Washington Avenue Water Well Project. <br />25C-1 <br />
