EXHIBIT 1 <br />2016 PROPOSITION 1 INTEGRATED REGIONAL WATER MANAGEMENT <br />DISADVANTAGED COMMUNITY INVOLVEMENT PROGRAM <br />TECHNICAL ASSISTANCE SUB -GRANT <br />AGREEMENT BETWEEN THE <br />SANTA ANA WATERSHED PROJECT AUTHORITY <br />AND <br />CITY OF SANTA ANA <br />This Proposition 1 Integrated Regional Water Management Program ("IRWMP") Disadvantaged <br />Communities Involvement (` DCF) Program Grant Funding Contract ("Contract') is made between Santa <br />Ana Watershed Project Authority ("SAWPA") and City of Santa Ana (the "Sub -Grantee"). SAWPA and <br />the Sub -Grantee may be individually referred to as "Party", and collectively referred to as the "Parties". <br />WHEREAS Section 79745 of the Water Code provides $6.3 million to the Santa Ana River Watershed <br />for the purposes of ensuring involvement of disadvantaged communities, economically distressed areas, <br />or underrepresented communities within integrated regional water management efforts; <br />WHEREAS in June, 2017, the California Department of Water Resources ("DWR") and SAWPA entered <br />into a Proposition 1 IRWMP DCI Program Grant Agreement ("Grant Agreement') providing that <br />SAWPA would serve as the program manager for the $6,300,000 in IRWMP grant funds to be disbursed <br />within the Santa Ana River Watershed for the DCI Program, consistent with IRWMP and California <br />Environmental Quality Act ("CEQA") requirements, and ensuring that the maximum benefit of such <br />funds are realized in the Santa Ana River Watershed; <br />WHEREAS Exhibit A of the Grant Agreement, the Work Plan for SAWPA's DCI Program, includes <br />technical assistance for the development of projects, plans and programs to address community needs; <br />and <br />WHEREAS consistent with the Grant Agreement between DWR and SAWPA, SAWPA intends to <br />disburse to the Sub -Grantee a portion of the $6,300,000 in IRWMP grant funds for the DCI Program by <br />way of this Contract with the Sub -Grantee. <br />THEREFORE, based on the foregoing incorporated recitals and in consideration of the mutual covenants <br />and conditions set forth in this Contract, the Parties hereby agree to the following: <br />SECTION 1. PROJECT DESCRIPTION <br />The City of Santa Ana is seeking funds to support project planning for its Washington Avenue Well <br />project. The proposed Washington Avenue Well Project is located at the northwest corner of the <br />intersection of East Washington Avenue and Penn Way. The property is owned by the City of Santa Ana. <br />The proposed well would pump groundwater into the City's existing water distribution system. The water <br />produced from the well will be disinfected using sodium hypochlorite (NaOCL) before it is discharged <br />into the water distribution system. The design capacity of the well is projected to be 2,500 to 3,000 <br />gallons per minute and would be equipped with a 350 to 400 HP motor. The proposed Washington Well <br />will be drilled to a depth of about 1,300 feet below ground surface and be installed with minimum of 18- <br />inch diameter casing. <br />25C-3 <br />
