FOR A <br />WATER METER TEST BENCH <br />(SPECIFICATION NO. 19-138) <br />CLERK OF COUNCIL USE ONLY: <br />_••e• <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1sl Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to United Water Works, Inc. for the <br />purchase of a water meter test bench in an amount not to exceed $183,535, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana supplies approximately 13 billion gallons of water annually to over 44,500 <br />customers, which includes all of the City's 334,800-plus residents, businesses and institutions. The <br />Public Works Agency — Water Resources Division is responsible for the installation, maintenance <br />and repair of the water meters used to measure the amount of water delivered to each of these <br />customers. To ensure that these meters are accurately measuring the amount of water delivered <br />to each customer, the meters must be periodically tested using specialized equipment such as a <br />test bench. <br />The requested water meter test bench will replace —and substantially upgrade —the existing 30- <br />year-old equipment. The new, automated test bench offers several advantages over the existing <br />equipment: <br />• The automated process will increase confidence in test results by reducing human error, <br />which in turn will reduce unaccounted water loss <br />• Automation allows staff to save and distribute test results for applications such as auditing <br />and reporting <br />• Recirculation systems will reduce the amount of water loss in the testing process <br />• With the upcoming move to Advanced Metering Infrastructure, the new test bench will allow <br />staff to efficiently meet the mandates for pre -installation testing <br />The Notice Inviting Bids was advertised on December 20, 2019, on the City's online bid <br />management and publication system.
