REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 17, 2020 <br />TITLE <br />CITY OF SANTA ANA GENERAL PLAN <br />HOUSING ELEMENT ANNUAL <br />PROGRESS REPORT <br />CLERK OF COUNCIL USE ONLY: <br />_••e• W <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 11' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize submittal of the General Plan Housing Element Annual Progress Report to the State of <br />California Department of Housing and Community Development (HCD). <br />DISCUSSION <br />The General Plan Housing Element is a comprehensive planning document designed to address <br />current and future housing needs for Santa Ana. The housing vision is expressed in the goals, <br />policies, and implementation programs stated in the Housing Element. The purpose of the Housing <br />Element Annual Progress Report (Exhibit 1) is to document housing -related activities and <br />accomplishments achieved by the City in 2019, which are consistent with the City's housing vision <br />and associated implementation programs. <br />The Housing Element Annual Progress Report also measures the City's progress to meet state - <br />mandated housing goals as set forth in our 2014 - 2021 Regional Housing Needs Allocation <br />(RHNA) . Through a process referred to as "RHNA", each jurisdiction is given a target for how <br />many permits to issue in four housing income categories, ranging from very —low income <br />(affordable to those who earn 50 percent or less of the $89,759 Area Median Income (AMI)) to <br />above moderate income (more than 120 percent of AMI). According to data reported by <br />jurisdictions to the California Department of Housing and Community Development for permits <br />issued through 2018, Santa Ana is one of only 15 California jurisdictions (three percent) on track to <br />meet state -mandated housing goals under the RHNA process. Further, Santa Ana is meeting all of <br />our requirements for permitting low-income housing, which is the most costly to finance and <br />develop, while only 22 percent of the State's jurisdictions are in compliance. <br />The Housing Element Annual Progress Report includes a summary of Santa Ana's progress in <br />meeting its share of the RHNA allocation for the 2019 calendar year. There were a total of 702 <br />building permits issued for new housing units in 2019; of which 23 percent or 163 housing units are <br />affordable to low-income and very low-income families, respectively. With the issuance of these <br />permits, the City substantially exceeds the overall target for Santa Ana's 204 RHNA unit allocation <br />by over 3,226 units for the 2014-2021 reporting period. <br />19D-1 <br />
