I hope, yet am not optimistic, that the county (and the city) will be identifying those who are elderly and those who have
health issues (i.e. vulnerable populations) will be immediately relocated to more secure and appropriate housing like
motels and hotels. Please consider doing this at our own city operated shelter ... I believe that there is state funding
available for such measures. Also, please consider releasing impounded cars into a separate lot that may allow folks
who rely upon their vehicles as housing to utilize them to isolate. I would also urge you to at least consider towing of
automobiles for registration and other violations for individuals who are using them for housing until this crisis is under
control. We need to take steps to not only help those in shelter but also reduce those who may become homeless due
to violations of certain laws that we could offer some compassionate restraint on.
In addition, this is also a reason that the County needs to re -consider the number of people they are proposing to shelter
at Yale Street and instead should be proposing to reduce the number of people sheltered in one location and instead
propose multiple smaller scaled properties.
Please read the below as well as the above and show real leadership with regards to the county and city shelter.
Tim Johnson, CPA
JLK Rosenberger, LLP
(949)860-9892
(714) 743-1065
From: Tim Johnson
Sent: Monday, March 16, 2020 7:07 PM
To: response@ocgov.com; Andrew.Do@ocgov.com
Cc: Sanchez, Richard <Richard.Sanchez@ochca.com>; Nichelson, Molly <molly.niche lson@ocgov.com>
Subject: Special BofS Mtg- 3/17
It is my understanding that at your special meeting set for Tuesday, March 17th, you will be addressing the county's
response to C0VID19. I applaud you for having a special meeting although I was believing that after the discussion as
prompted by Supervisor Do at last Tuesday's meeting that one was to be held specifically regarding the Courtyard
sooner than tomorrow. It is also my understanding that as part of the meeting, you will be addressing vulnerable and
homeless populations including those who are receiving emergency shelter in the various shelters as it relates to this
crisis. I believe that this matter requires much more than hand wipes before a meal but instead requires large scale
action for our homeless population. As such, please consider the following:
Gatherings: As reminder, it has been recommended that folks gather in groups of no more than 250, then 50,
and now 10... the population at The Courtyard is around 400 per night with about 550+/- eating meals
there. This is obviously, way more than the 10, 50, or even 250 that has been recommended by our
government. The Armory also has more than the recommended occupants nightly. By continuing to have
homeless individuals sheltered in such large groups, I am concerned that the county may be contributing to
instead of alleviating this crisis. This is especially true with The Courtyard with its more than 400 nightly
occupants.
• Social Distancing: As you know, a six foot social distancing has been called for by the government. This is even
for healthy and low risk individuals. As you likely know, those who are living in our shelters, including The
Courtyard and Armory, are sleeping much closer than 6 feet apart from each other. Again, by not having enough
space for folks to sleep apart from one another, I am afraid that the county is not doing its part in helping to
prevent the spread of COVIDI9.
