LS 3.17.20 <br />RESOLUTION NO. 2020-019 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA FOR A ONE YEAR EXTENSION OF <br />CONDITIONAL USE PERMIT NO. 2017-29 AND <br />VARIANCE NO. 2017-07 FOR THE HAMPTON INN HOTEL <br />DEVELOPMENT TO BE LOCATED AT 2129 NORTH MAIN <br />STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. On February 20, 2018, the City Council affirmed the Planning Commission's <br />recommendation to approve Conditional Use Permit No. 2017-29 and Variance <br />No. 2017-07 to allow the development of a six -story, 135-room hotel <br />development at 2129 North Main Street. On February 20, 2020, the applicant <br />requested an extension of the entitlements. <br />B. Due to difficulties in securing funding for hospitality projects such as the <br />proposed hotel, the applicant has been unable to move forward with the <br />development and is requesting an extension for the conditional use permit <br />and variance. It is the Planning Division's policy to recommend no more than <br />one-year extensions, mainly in an effort to encourage the construction of <br />previously approved projects. <br />C. Upon the securing of funding for the project, the applicant intends to obtain all <br />necessary building permits for the project. The plans for the project have <br />completed the plan check phase of development and are ready for permit <br />issuance. The applicant expects to obtain permits and start construction later <br />this year. <br />D. Pursuant to City of Santa Ana Municipal Code Section 41-647, where <br />construction does not commence, these types of entitlements expire after two <br />(2) years unless the applicant applies for, and the City Council approves, an <br />extension. <br />E. The extension request came before the City Council on March 17, 2020. <br />F. In accordance with the California Environmental Quality Act (CEQA) and the <br />CEQA Guidelines, the extension for this project is exempt pursuant to Section <br />15061(b)(3).
