LR 3/17/20 <br />RESOLUTION NO. 2020-017 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ACCEPTING A GRANT FROM THE STATE <br />COASTAL CONSERVANCY FOR IMPROVEMENTS TO <br />SANTIAGO PARK IN THE AMOUNT OF $1,000,000 AND <br />AUTHORIZING THE CITY MANAGER TO NEGOTIATE <br />AND EXECUTE ANY AGREEMENTS OR AMENDMENTS <br />THERETO THAT MAY BE NECESSARY <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />WHEREAS, the State Coastal Conservancy ("Conservancy") has certain grant <br />funds available to help achieve goals of the Santa Ana River Conservancy Program, <br />including recreational opportunities and trails, wildlife habitat and species restoration, <br />enhancement and protection. In addition, the Conservancy may undertake projects for <br />public access to, enjoyment of, and enhancement of recreational and educational <br />experience on program lands in a manner consistent with the protection of land and <br />natural resources and economic resources in the area; <br />WHEREAS, the City's Parks, Recreation and Community Services Agency <br />submitted an application for these grants funds to make improvements to the City's <br />Santiago Park. <br />WHEREAS, the City was notified that it has been selected for a grant award, by <br />the Conservancy, not to exceed $1,000,000 for constructing improvements to a one - <br />acre portion of Santiago Park. The project includes planting of native riparian <br />landscaping and installation of a drip irrigation system; renovation of the old gashouse <br />for use as a refreshment concession for park patrons during events at the park; <br />installation of natural rustic amphitheater; installation of new play equipment; biking and <br />hiking trail improvements; installation of park security lighting; and removal of Valencia <br />Street to improve pedestrian circulation and ADA access into the park ("Gashouse <br />Project"); <br />WHEREAS, the total cost for the Gashouse Project will be $2,030,000. In <br />addition to the grant funds from the Conservancy, the City's Parks, Recreation & <br />Community Services Agency has set aside $1,030,000 of funding to complete the <br />Gashouse Project; and <br />WHEREAS, the Conservancy requires as a condition precedent to <br />commencement of the project and disbursement of the funds that the City Council adopt <br />a resolution designating positions whose incumbents are authorized to negotiate and <br />Resolution No. 2020-017 <br />Page 1 of 3 <br />
