He is a Fellow, American Board for Certification in <br />Homeland Security and Board Certified in Security Management <br />as a Certified Protection Professional with an extensive <br />background in Enterprise Security Risk Management; <br />development, creation, and expansion of security policies, <br />requirements, procedures, guidelines, specifications and <br />organizational security architectures. His tenure as the Chief <br />Security Officer (CSO) for several technical and Fortune 500 <br />companies allows him to provide clients with expertise regarding <br />security risk management, physical, personnel, privacy, project, <br />information, and cyber security. As a retired Counterintelligence <br />Officer, Mr. Withers provides a solid hands-on background in <br />force protection, counter -terrorism, counter -espionage, and <br />Technical Surveillance Countermeasures (TSCM). He served as <br />a Deputy Federal Security Director with the Transportation <br />Security Administration, and is thoroughly familiar with laws, <br />mandates, and recommendation for the Department of Homeland <br />Security along with those homeland security requirements for <br />utilities, ports, airports, and other transportation facilities.
