REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2020 <br />TITLE: <br />AUTHORIZE A PURCHASE ORDER FOR <br />AN AMOUNT NOT TO EXCEED $170,760 <br />TO TRANSWEST TRUCK CENTER LLC <br />FOR TWO FORD F550 CHIPPER BODY <br />TRUCKS (ENTERPRISE FUND) <br />(SPECIFICATION NO. 20-003) <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />�K•�►nl►m�.>rc•� <br />FILE NUMBER <br />Authorize a one-time purchase and payment of purchase order to Transwest Truck Center LLC., <br />for two Ford F550 chipper body trucks for a total amount not to exceed $160,760, plus a <br />contingency of $10,000, for a total amount not to exceed $170,760, to be funded by the Sanitation <br />Enterprise Fund, subject to non -substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The Public Works Agency Fleet Services Division is responsible for the acquisition, maintenance, <br />repair, and replacement of vehicles, trucks, and maintenance equipment. The Public Works <br />Agency, Maintenance Services Division, is responsible for the maintenance of approximately 400 <br />miles of streets and 50,000 street trees. Chipper trucks are necessary to mobilize and tow the <br />brush chippers and collect the wood chip debris and brush, at multiple job sites daily in the removal <br />of tree trimming and landscaping, felled tree branches and limbs, tree stump removal, and for use <br />in emergency response situations involving downed trees during storm events. Due to their heavy <br />use and age, the trucks on -hand are now unreliable, constantly breaking down requiring costly <br />repairs. <br />The existing vehicles are 1990 and 2000 models. Both vehicle have reached the end of their <br />effective useful lifecycle and have become unreliable. The vehicles exceed the recommended <br />Equipment Lifecycle Guidelines of the City's Fleet Services Division, earning a "terrible" rating, <br />based on industry standards from the Municipal Equipment Maintenance Association, the National <br />Association of Fleet Administrators, and the American Public Works Association. Furthermore, <br />the equipment will not comply with the 2021 State of California Air Resources Board Portable <br />Equipment Registration Program, which will render them unusable. <br />22A-1 <br />
