RESOLUTION NO.2020-003 <br />A RESOLUTION OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA APPROVING THE SUBMISSION OF <br />THE FIVE YEAR PLAN FOR FISCAL YEARS 2020-2025 <br />AND SUBMISSION OF THE ANNUAL PLAN FOR FISCAL <br />YEAR 2020-2021 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The Housing Authority of the City of Santa Ana (the "Authority") is required by <br />the U.S. Department of Housing and Urban Development ("HUD") to have a <br />Five Year Plan and Annual Plan due to the fact that the Authority administers a <br />Housing Choice Voucher ("HCV") Rental Assistance Program. <br />B. The purpose of the Authority's Five Year Plan and Annual Plan is to advise <br />HUD, program participants and members of the public of its mission and <br />strategy to serve the needs of very low-income families. It provides information <br />about the current operations of the Authority, including programs, participants, <br />services for the upcoming year, and any operational or tenant concerns. <br />C. The Authority is required to review its operations and needs for the Five Year <br />Plan and Annual Plan with input from HCV participants. Three (3) Resident <br />Advisory Board Meetings were held on January 23, 2020, with responses <br />incorporated into the Five Year Plan and Annual Plan, as required by HUD <br />regulations. <br />D. HUD regulations require a forty-five (45) day public comment period. On <br />February 20, 2020, notification was published in the Orange County Register <br />and La Opinion newspapers that the draft plan was available for public review. <br />Additional notice of the public review period was also provided in the Nguoi Viet <br />newspaper on February 21, 2020. The public comment period ended on April <br />7, 2020. Further, a public hearing was held by the Housing Authority on April 7, <br />2020, and all comments received at the hearing are included in the final <br />documents to be submitted to HUD. <br />Section 2. The Five Year Plan for Fiscal Years 2020-2025 of the Housing <br />Authority of the City of Santa Ana is hereby approved and adopted.
