There are <br />several crucial flaws in allowing this project to proceed without the following requirements. <br />1. Restoration of affordable housing units within the building. <br />There is a housing crisis for low and moderate -income people in our City. The developer should not be able to <br />buy his way out of this obligation. <br />2. A new FIR is conducted. <br />The one in place is woefully outdated, to the point of irrelevance. <br />3. A new Traffic Mitigation Study is conducted. <br />The one in place not only outdated but inadequate to address the real impact of traffic as it was then. In the <br />present day, it will utterly fail in addressing the ability of people to get in and out of the building on a daily <br />basis. In an emergency, such as fire or earthquake it will be a disaster. <br />4. Traffic Mitigation Fees must be increased to address the needs surrounding the property itself and the 6 <br />surrounding neighborhoods which will incur significant negative impact. <br />5. A new Development Agreement is needed to address the impact of this large building and its construction on <br />the nearby neighborhoods, including the potential benefits to the community as well as spelling out the <br />responsibilities of the developer to meet essential goals and deadlines. It also needs to outline the penalties to be <br />imposed for failure to meet those goals and deadlines. <br />I do not and never have believed this 37 Story Building is appropriately placed. I recognize that the developer, <br />Mr. Harrah has done a lot of good things for our City. It doesn't mean that anything he wants to do in <br />developing his properties is good for the City though. His positive contributions to Santa Ana seems to have <br />afforded him a great deal of political clout and I do not like that. <br />One Broadway Plaza has become a political football, carried over the years, down the line, by Mayor Pulido <br />and Council Members who are nearing the end of their terms or who will be up for re-election. <br />It would be in the best interests of the City of Santa Ana and its residents to postpone a decision on this <br />development until after the next election. <br />Respectfidly submitted, <br />bobi keenan <br />919 Louise Street <br />,y <br />
