Valencia St. Santa Ana CA 92706 <br />714-541-7254 helvig_denny@msn.com <br />April 21, 2020 <br />Mayor Pulido and Santa Ana City Councilmembers <br />City of Santa Ana <br />20 Civic Center Plaza, 8th Floor <br />Santa Ana CA 92702 <br />Subject: April 2111 Agenda Items 50A and 75A <br />Tonight you will hear about two of the most controversial projects in Santa Ana: 2525 Main <br />Residential Development and the One Broadway Plaza Project. I am hoping the process goes <br />smoothly for both of these agenda items. <br />Item SOA: 2525 Main Residential Development. <br />To put it in short concise terms, I request that you accept the Certificate of Sufficiency of the <br />referendum petition challenging Ordinance No. NS-2980 and repeal Ordinance No. NS-2980. I look <br />forward to discussing and implementing a new project that is will be suitable for the area. <br />Item 75A: One Broadway Plaza — Some of My Concerns <br />Affordable Housing <br />At the Sunshine meeting the developer said affordable housing would be a part of One Broadway <br />Plaza. At the beginning of the March 30th Planning Commission meeting it was presented affordable <br />housing would NOT be a part of the project. By the end of the meeting affordable housing would be <br />a part of the project. When the meeting was continued to Thursday, April 2nd, City staff presented <br />again that affordable housing would NOT be a part of the project. <br />A profit conscious developer is always going to pay the in -lieu fees. For this project, depending on <br />which study you reference, the estimated $4.5M in -lieu fee will cover the cost of 9-15 affordable <br />housing units. This is a far cry from the 40 plus units (10%of units being built) that would be required <br />if incorporated into the project. The City is now on the hook to get a developer to find a space and <br />build only one-third of the units that otherwise would have been built at One Broadway Plaza. <br />Recommendation: One Broadway Plaza construct its affordable apartment units on -site. Revise <br />in -lieu fees to make it more compatible with the cost of building affordable housing. <br />Development Agreement <br />To show transparency and protect the City, there should be a Development Agreement. Many things <br />have been discussed: traffic mitigation fees, new traffic protections, allocation of Park Development <br />fees, community benefits.
