Approve an appropriation adjustment recognizing Workforce Innovation and Opportunity Act <br />grant funds from the County of Orange in the amount of $20,500 in revenue account (no. <br />12418002-52001) and appropriating same to expenditure account (nos. 12418750-various). <br />2. Authorize the City Manager to execute an agreement with the County of Orange to receive <br />$20,500 for regional planning and coordination efforts under the federal Workforce Innovation <br />and Opportunity Act, for a term of one year from April 21, 2020 to April 20, 2021, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The purpose of the agreement is to provide regional collaboration and coordination of services in <br />implementation of the federal Workforce Innovation and Opportunity Act (WIOA) in Orange County <br />(Exhibit 1). The County of Orange may act as the fiscal agent in receipt of regional WIOA funds <br />and is charged to allocate those funds with Santa Ana and Anaheim Workforce Development <br />Boards. This initial contract for $20,500 is for regional planning and implementation of regional <br />goals and objectives, policy alignment and programs as part of a State designation Regional <br />Planning Unit in Orange County. <br />The State has discussed distributing the regional monies via the local sub grant agreements so <br />that individual contracts are not needed. However, this has not been implemented as yet and <br />therefore, this agreement is necessary in order for the County of Orange to send Santa Ana its <br />share. If the State continues to award regional grant funds to a single fiscal office, this agreement <br />will be amended and brought back to City Council for approval. <br />20A-1 <br />
