REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2020 <br />TITLE: <br />AWARD PURCHASE ORDER IN THE <br />AMOUNT OF $462,670 TO LOS ANGELES <br />TRUCK CENTERS, LLC, FOR TWO CNG <br />WATER TANK TRUCKS <br />(SANITATION FUND) <br />(SPECIFICATION NO. 20-020) <br />/s/Kristine Ridge <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />F-ITUNT1.07iirs, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />,K•�►nl►tri�.ic•� <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of a purchase order to Los Angeles Truck Center, <br />LLC., for two CNG water tank trucks in the amount not to exceed $452,670, plus a contingency of <br />$10,000, for a total amount not to exceed $462,670, to be funded by the Sanitation Enterprise <br />Fund, subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Fleet Services Division is responsible for the acquisition, maintenance, <br />repair, and replacement of vehicles, trucks, and maintenance equipment. The Public Works <br />Agency Maintenance Services Division is responsible for the maintenance of approximately 400 <br />miles of streets and 50,000 street trees. The water tank trucks are specialized vehicles that are <br />utilized daily in construction and maintenance activities and include the primary tasks of distributing <br />water for the retention of new and young trees, as well as mature trees during times of excessive <br />heat or drought. Water trucks are also used to mitigate airborne dust by distributing water during <br />construction activities, are used in special events serving as portable water supply and can be used <br />to support emergency fire services. Due to their heavy use and age, the existing water trucks are <br />now unreliable and breaking down requiring costly repairs. <br />The existing vehicles are 1992 and 1995 models, have reached the end of their effective useful <br />lifecycle and have become unreliable. The vehicles exceed the Fleet Services Division's <br />recommended Equipment Lifecycle Guidelines, earning a "terrible" rating based on industry <br />standards from the Municipal Equipment Maintenance Association, the National Association of <br />Fleet Administrators, and the American Public Works Association. Additionally, the equipment will <br />not comply with the State of California Air Resources Board Portable Equipment Registration <br />Program after the current year due to their diesel fuel system. The new water trucks will utilize a <br />compressed natural gas (CNG) fueling system. <br />22B-1 <br />
