REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2020 <br />TITLE: <br />ADOPT ASIDE LETTER AGREEMENT <br />WITH THE SANTA ANA MANAGEMENT <br />ASSOCIATION MOU <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize with City Manager to execute a Side Letter agreement modifying the Memorandum of <br />Understanding with the Santa Ana Management Association Memorandum of Understanding <br />(SAMA) to include representation for Part -Time Civil Service job classifications. <br />DISCUSSION <br />The City Council authorized the City Manager and the Clerk of the Council to execute a <br />Memorandum of Understanding (MOU) with the Santa Ana Management Association (SAMA) for <br />the period of January 1, 2019 through June 30, 2022 regarding wages and other terms of <br />conditions of employment. As part of the bargaining process, the parties agreed to move several <br />job classifications from another bargaining unit into SAMA, which was approved by the City <br />Council with the adoption of this MOU on July 19, 2019. <br />A position in one of these transferred job classifications is designated Part -Time Civil Service and, <br />consequently, the incumbent does not have a full-time work schedule. The parties to this MOU <br />have agreed that the salary and benefits of a Part -Time Civil Service (PTSC) employee should be <br />prorated to reflect the incumbent's reduced number of work hours per week. The Side Letter to <br />the SAMA MOU for 2019-2022 delineates the provisions applicable to PTCS employees and <br />describes the prorated amount of salary and benefits to be allocated to employees in this status <br />of employment. <br />Approval of the Side Letter will provide instruction on the proper application of MOU provisions for <br />Part -Time Civil Service employees and ensure that PTCS employees in this bargaining unit are <br />compensated fairly and equitably commensurate to their work hours. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of item allows the City to meet Goal #7 — Team Santa Ana, Objective #4 (establish <br />employee compensation that attracts and retains a highly qualified workforce) and Objective #6 <br />(provide a positive workplace environment that supports the health of its employees and celebrates <br />its success). <br />25C-1 <br />
