REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2020 <br />TITLE <br />ADOPT RESOLUTIONS AUTHORIZING <br />GRANT FUNDING REQUESTS UNDER <br />MEASURE M2 COMPREHENSIVE <br />TRANSPORTATION FUNDING PROGRAM <br />IN THE AMOUNT OF $13,568,514 <br />POTENTIAL NEW REVENUE <br />/s/Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1" Reading <br />❑ <br />Ordinance on 2" d Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt resolutions authorizing the City of Santa Ana to submit applications for funding <br />consideration under the Measure M2 Comprehensive Transportation Funding Program 2020 <br />Call for Projects. <br />Direct staff to incorporate the new Comprehensive Transportation Funding Program projects <br />into the Seven -Year Capital Improvement Program for Fiscal Year 2020-21. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) issued a call for projects under the Measure <br />M2 Comprehensive Transportation Funding Program (CTFP) for Fiscal Year (FY) 2020-21. <br />Funding in the amount of $32 million will be awarded on a countywide competitive basis for two <br />programs: Arterial Capacity Enhancements (ACE) via the Regional Capacity Program (Project O) <br />and Regional Traffic Signal Synchronization (RTSS) via the Regional Traffic Signal <br />Synchronization Program (Project P). Adoption of the recommended resolutions and incorporation <br />into the Seven -Year Capital Improvement Program is a qualifying requirement for grant eligibility. <br />The City will be submitting four applications totaling $13,568,514 in grant fund requests, which <br />requires a local match rate commitment of 25 percent for ACE and 20 percent for RTSS programs. <br />Existing and future local funding sources, including but not limited to, Transportation System <br />Improvement Area Fund (TSIA), Gas Tax Fund, and Measure M2 Fair Share will be used to provide <br />the required matching funds for the recommended projects. <br />Staff is requesting authorization to apply for the following projects: <br />55E-1 <br />
