3. Project Description <br />3.1 PROJECT BACKGROUND <br />The One Broadway Plaza EIR was certified in 2004. The primary objective of the One Broadway Plaza Specific <br />Development District (SD 75) is to allow for the development of the One Broadway Plaza office tower, which <br />is intended to be a major landmark in the midtown section of the City of Santa Ana. The One Broadway Plaza <br />specific development plan includes the following objectives: <br />■ A landmark office project along Broadway at the center of the Midtown Specific Plan. <br />■ Maintain the existing streetscape pattern including sidewalk design mature palm trees and historic light <br />fixtures. <br />■ Maintain the scale and character established by the existing historic structures along the north end of the <br />district. <br />■ Maintain large open setbacks adjacent to Broadway. <br />■ Encourage revitalization of existing properties for a variety of professional office uses. <br />■ Enhance the pedestrian experience through the development of new plaza areas and water features at the <br />intersection of Sycamore Street and Tenth Street and Broadway and Tenth Street. <br />3.1.1 PREVIOUS ENVIRONMENTAL ANALYSIS <br />In 2004, the City of Santa Ana certified the EIR for One Broadway Plaza (State Clearinghouse No. 199101047), <br />herein referred to as the "Certified EIR." The EIR determined that most potential impacts could be mitigated <br />to a less than significant level. However, it concluded that the following topic areas would result in a significant <br />unavoidable adverse impact even after mitigation: <br />■ Air Quality. Air quality impacts relating to short-term construction would result in a significant impact for <br />PM10 and NO, and operation would result in a significant impact for long-term NO. emissions. <br />Transportation/Traffic. Implementation of the Approved Project would impact two street segments: <br />Main Street between 17th Street and Pt Street and Broadway between Santa Clara Avenue and 1st Street, <br />and seven intersections (Main Street & 17th Street; Broadway Street & 17th; Main Street & Washington <br />Avenue; Broadway Street & 4th Street; 1 st Street & Flower Street; Santa Ana Boulevard & Flower Street; and <br />Fairview & 1 st Street). <br />Apri12020 Page 13 <br />
