ONE BROADWAY PLAZA PROJECT EIR ADDENDUM <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />Comments: <br />a) Have a substantial adverse effect on a scenic vista? <br />No Impact. The Proposed Project amends the entitlements for the Approved Project to allow for the <br />development of residential units in place of some of the office square footage. The Proposed Project would <br />not result in the development of new building square footage beyond what was previous analyzed in the <br />Certified EIR. As such, the Proposed Project would result in no new impacts to scenic vistas and no mitigation <br />measures are necessary. No changes or new information would require preparation of a subsequent EIR. <br />b) Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, and <br />historic buildings within a state scenic highway? <br />No Impact. The Proposed Project would occur within the building envelope of the Approved Project's office <br />tower. The Proposed Project would not result in the development of new building square footage beyond what <br />was previous analyzed in the Certified EIR. Therefore, the Proposed Project would not lead to the damage of <br />scenic resources. The Proposed Project would result in no new impacts to scenic resources and no mitigation <br />measures are necessary. No changes or new information would require preparation of a subsequent EIR. <br />c) In non -urbanized area, substantially degrade the existing visual character or quality of public <br />views of the site and its surroundings? (Public views are those that are experienced from publicly <br />accessible vantage point.) If the project is in an urbanized area, would the project conflict with <br />applicable zoning and other regulations governing scenic quality? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Certified EIR analyzed the Approved Project's impact on character and views, as discussed above. The <br />Project Site is located in an urbanized area within the City of Santa Ana. The Proposed Project would amend <br />the existing OBPDC land use and SD-75 zoning designations to allow for residential uses. With approval of <br />the discretionary actions, the Proposed Project would be consistent with the land use designation and zoning <br />for the Project Site. The Proposed Project would occur within the building envelope of the Approved Project <br />and would not result in new or expanded construction outside of the approved office tower. In addition, <br />pursuant to SB 743, aesthetic impacts of a mixed -use residential project on an infill site within a TPA shall not <br />be considered a significant impact on the environment. Therefore, the Proposed Project would not result in <br />new aesthetic impacts or impact regulations affecting scenic quality. <br />d) Create a new source of substantial light or glare which would adversely affect day or nighttime <br />views in the area? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Approved Project includes office, restaurant, and retail uses on -site with its associated parking structure. <br />The Proposed Project would introduce residences to the previously approved office tower, which would <br />increase the number of persons and therefore lighting on the Project Site at nighttime hours. Interior lighting <br />emanating from residential units would be typical of residential units and would not create a substantial light <br />Apri12020 Page 25 <br />
