ONE BROADWAY PLAZA PROJECT EIR ADDENDUM <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />Comments: <br />a) Create a significant hazard to the public or the environment through the routine transport, use or <br />disposal of hazardous materials? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />As with the Approved Project, the construction and operation of the Proposed Project would involve the use, <br />transport, and disposal of typical hazardous materials used in the construction and operation of residential <br />uses. For example, construction of the Proposed Project would use vehicle fuel for the construction equipment, <br />paints, and solvents and the operation of the Proposed Project would involve typical household cleaning <br />supplies. As with the Approved Project, the Proposed Project would implement Mitigation Measure HZ-3 to <br />ensure compliance with applicable federal, state, and local regulations for the use of hazardous materials and <br />generation of hazardous wastes. The Proposed Project would result in a less than significant impact. The <br />Proposed Project would follow existing regulations and would not result in any new or more severe impacts <br />that would require the preparation of a subsequent EIR. <br />b) Create a significant hazard to the public or the environment through reasonably foreseeable upset <br />and accident conditions involving the release of hazardous materials into the environment? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Certified EIR determined that the demolition of existing structures on site could result in the accidental <br />release of asbestos containing materials (ACMs) and lead -based paint. The Certified EIR implements Mitigation <br />Measures HZ-1 and HZ-2 to address ACMs and lead -based paint. The Proposed Project would not demolish <br />any buildings, since the Proposed Project would occur within the approved office tower. <br />As discussed above, the Proposed Project would involve the handling of hazardous materials that are typical <br />of construction and operation of residential uses. As with the Approved Project, the handling of hazardous <br />materials is regulated by state and federal laws. The Proposed Project would not involve the use of materials in <br />a manner that poses any substantial hazards to people, or to animal or plant populations. In order to address <br />the use and handling of hazardous materials, the Proposed Project would implement identified mitigation <br />measures. Potential impacts relating to the release of hazardous materials would be less than significant. The <br />Proposed Project would not result in any new or more severe impacts that would require the preparation of a <br />subsequent EIR. <br />c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within one -quarter mile of an existing or proposed school? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />As stated in the Certified EIR, the potential for significant adverse impact to offsite uses, including the adjacent <br />High School of the Arts and Willard Junior High School (approximately 0.25 miles west), is unlikely given the <br />nature and amount of hazardous materials that would be used on site. As with the Approved Project, the <br />Proposed Project would not create a significant adverse impact to schools, including the Orange County <br />Education Arts Academy, El Sol Academy, High School of the Arts and Willard Junior High School. The <br />handling and transport of hazardous materials would be conducted in compliance with all applicable federal, <br />Apri12020 Page 59 <br />
