Environmental Analysis <br />or a substantial increase in the severity of previously identified effect and would not require the preparation of <br />a subsequent EIR. <br />g) Expose people or structures, either directly or indirectly, to a significant risk of loss, injury or death <br />involving wildland fires? <br />No Impact. The Project Site is located in a dense urban environment and is surrounded by existing <br />development. There are no wildland areas, nor wildland interface areas located in the vicinity. As with the <br />Approved Project, implementation of the Proposed Project would not be affected or affect wildland fires. No <br />impact would occur and no changes or new information would require preparation of a subsequent EIR. <br />5.9.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />The following mitigation measures have been carried through from the One Broadway Plaza EIR. These <br />mitigation measures have been incorporated into MMRP for this Addendum. Any modifications to the <br />mitigation measures from the Certified EIR are shown as srrikethfeugh for deleted text and bold for new, <br />inserted text. <br />HZ-1 The City shall require the site demolition and remodeling contractors to conduct a building by <br />building inspection for the presence of asbestos -containing materials prior to the issuance of <br />demolition permits for the site. The demolition contractor may submit copies of asbestos <br />inspection reports for the site already prepared to satisfy SCAQMD Rule 1403 to fulfill this <br />requirement. <br />HZ-2 The City shall require the site demolition and remodeling contractors to conduct a building by <br />building inspection for the presence of lead -based paint prior to the issuance of demolition <br />permits for the site. Building inspection reports already prepared by the contractor to satisfy <br />Cal -OSHA worker safety requirements may be submitted to fulfill this mitigation measure. <br />HZ-3 Any use of hazardous materials or generation of hazardous wastes on the proposed project <br />site must be conducted in accordance with applicable federal, state and local regulations. <br />5.10 HYDROLOGY AND WATER QUALITY <br />5.10.1 Summary of Previous Environmental Analysis <br />The Certified EIR determined that construction and operation of the Approved Project may generate surface <br />runoff with pollutants that could impact area receiving waters. The Approved Project would be required to <br />prepare a Storm Water Pollution Prevention Plan, a Water Quality Management Plan, and a NPDES permit. <br />The Certified EIR found that development of the Approved Project would result in a moderate increase in <br />impervious surfaces on site. The project developer would regrade the Project Site so that flows drain into the <br />existing storm drain system that exists adjacent to the Project Site. Appropriate drainage facilities would be <br />constructed as part of the Approved Project. Identified mitigation measures would result impacts to less than <br />significant level. <br />Apri12020 Page 61 <br />
