1. Introduction <br />This Addendum to the City of Santa Ana's 2004 certified One Broadway Plaza Environmental Impact Report <br />(2004 Certified EIR), State Clearinghouse No. 199101047 has been prepared in accordance with Section 21166 <br />of the California Environmental Quality Act (CEQA) and sections 15162 and 15164 of the CEQA Guidelines. <br />The City of Santa Ana is the lead agency responsible for the EIR, and this Addendum for the proposed One <br />Broadway Plaza Project. <br />Caribou Industries Inc. (Applicant) proposes to revise the existing entitlements of the One Broadway Plaza <br />Project to permit a conversion of a portion of the permitted office square footage to residential use ("Proposed <br />Project"). The Proposed Project would incorporate residential units within up to 19 floors, which were <br />previously designated for office uses under the Approved Project. The Proposed Project would provide up to <br />415 apartment units for a total of approximately 318,153 residential square feet. The residential component <br />would include penthouse suites, standard and executive residential units, and affordable units. The non- <br />residential components would include office, restaurants, commercial uses, wellness fitness center with a spa, <br />and a parking structure consistent with the Approved Project. <br />1.1 PURPOSE OF AN EIR ADDENDUM <br />1.1.1 CEQA Requirements <br />Where a previous program EIR has been prepared, subsequent activities within the program must be examined <br />in light of that EIR to determine whether an additional environmental document must be prepared. (CEQA <br />Guidelines Section 15168(c)). Where the subsequent activities involve site specific operations, the agency should <br />use a written checklist to document the evaluation of the site and the activity to determine whether the <br />environmental effects of the operation were covered in the program EIR. (CEQA Guidelines Section <br />15168(c)(4)). <br />Pursuant to PRC Section 21166 and State CEQA Guidelines Section 15162, when an EIR has been certified or <br />a negative declaration adopted for a project, no subsequent EIR or negative declaration shall be prepared for <br />the project unless the lead agency determines that one or more of the following conditions are met: <br />1. Substantial project changes are proposed that will require major revisions of the previous EIR <br />or negative declaration due to the involvement of new significant environmental effects or a <br />substantial increase in the severity of previously identified significant effects; <br />2. Substantial changes would occur with respect to the circumstances under which the project is <br />undertaken that require major revisions to the previous EIR or negative declaration due to the <br />involvement of new significant environmental effects or a substantial increase in the severity <br />of previously identified significant effects; or <br />Apri12020 Page 1 <br />
