Environmental Analysis <br />Comments: <br />a) Induce substantial unplanned population growth in an area, either directly (for example, by <br />proposing new homes and businesses) or indirectly (for example, through extension of roads or <br />other infrastructure)? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Proposed Project would introduce residential units to the Approved Project, which did not include <br />residential uses. The Proposed Project would allow for approximately 318,153 square feet of residential uses <br />(maximum of 415 dwelling units) within up to 19 floors in place of some of the office uses. The Proposed <br />Project would result in direct population growth with the incorporation of housing units. <br />The City of Santa Ana assumes an average of 2.4 persons per multi -family units based on Municipal Code <br />Section 34-204. The Proposed Project's 415 dwelling units would conservatively generate 996 new residents. <br />Based on Table 8 above, the Proposed Project's 415 dwelling units and anticipated population growth would <br />be well within the growth projections for the City of Santa Ana and for Orange County. As such, the Proposed <br />Project would not result in unplanned population growth or housing growth. <br />With regards to employment, the Certified EIR found that the Approved Project's office and commercial uses <br />would generate 2,126 jobs that would be within the anticipated growth projections. The Proposed Project would <br />result in a decrease in non-residential square footage and would therefore generate less jobs than the Approved <br />Project. The Approved Project's employment generation is within SCAG's employment growth projections, <br />and therefore the Proposed Project's employment generation is within SCAG's employment growth projections. <br />As such, the Proposed Project would not result in unplanned, indirect population growth. <br />A significant impact related to population or housing would not occur and no mitigation is required. No changes <br />or new information would require preparation of a subsequent EIR. <br />b) Displace substantial numbers of existing people or housing, necessitating the construction of <br />replacement housing elsewhere? <br />No Impact. The southern portion of the Project Site where the office tower is to be located is currently under <br />construction for the Approved Project. The Proposed Project would allow for residential units within the <br />previously approved office tower building. The Proposed Project would not develop new building square <br />footage or expand the Approved Project. The Proposed Project would not create a new significant impact or <br />a substantial increase in the severity of previously identified effects. No changes or new information would <br />require preparation of a subsequent EIR. <br />5.14.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />No mitigation measures related to population and housing were identified in the Certified EIR. <br />Page 74 PlaceWorks <br />
