ROH — 4/21 /20 <br />RESOLUTION NO. 2020-031 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE SUBMITTAL OF A GRANT <br />APPLICATION TO THE STATE COASTAL <br />CONSERVANCY FOR THE RENOVATION OF THE 17TH <br />STREET TRIANGLE PARK AND REST STOP <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />WHEREAS, the Legislature of the State of California has established the State <br />Coastal Conservancy ("Conservancy") under Division 21 of the California Public <br />Resources Code, and has authorized the Conservancy to award grants to public <br />agencies and nonprofit organizations to implement the provisions of Division 21; and, <br />WHEREAS, the Conservancy awards grants for projects that it determines are <br />consistent with Division 21 of the Public Resources Code and with the Conservancy's <br />Strategic Plan and that best achieve the Conservancy's statutory objectives, in light of <br />limited funding; and, <br />WHEREAS, the City of Santa Ana, through the Parks, Recreation and <br />Community Services Agency, has applied for Conservancy grant funding for the 17th <br />Street Triangle Park and Rest Stop in the amount of $544,000. This project will <br />renovate the bike rest stop areas off the Santa Ana River Bike Trail with a viewing deck <br />overlooking a riparian landscape. The rest stop is located on the east side of the Santa <br />Ana River where the existing Orange County Bike Trail crosses the river and the City of <br />Santa Ana Bike Trial meet ("Project"); and, <br />WHEREAS, the Conservancy encourages applicants for grant funding to certify <br />through a resolution the applicant's approval of the application and of certain listed <br />assurances at the time of submission of an application to the Conservancy for an award <br />of grant funds. <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares that the City of Santa Ana: <br />Approves the filing of an application for funding by the Conservancy for the <br />Project; and, <br />b. Has or will have sufficient funds to complete and, following completion, to <br />operate and maintain any property acquired under the Project or to operate <br />and maintain any facilities funded as part of the Project for a reasonable <br />period, not less than the useful life of the facilities; <br />Resolution No. 2020-031 <br />Page 1 of 3 <br />
