RESOLUTION NO. 2020-038 <br />A RESOLUTION TO OBTAIN 2019 EMERGENCY <br />MANAGEMENT PERFORMANCE GRANT FUNDS <br />THROUGH THE COUNTY OFORANGE <br />BE IT RESOLVED BY THE CITY MANAGER OF THE CITY OF SANTA ANA <br />AS FOLLOWS: <br />Section 1. The City Manager of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. On March 17, 2020, the City Council of the City of Santa Ana adopted <br />an Emergency Resolution (2020-16), attached hereto as Exhibit A. <br />Section 3 of the Emergency Resolution reads as follows: "the Citv <br />Manager acting as the director of emergency services is hereby <br />authorized to furnish information, to promulgate orders and regulations <br />necessary to provide for the protection of life and property... to enter <br />into agreements and to take all actions necessary to obtain state and <br />federal emergency assistance to implement preventative measures to <br />protect and preserve the residence of the city within the scope of the <br />local emergency hereby declared." Pursuant to this Authority from the <br />City Council, the City Manager may sign and approve the Actions set <br />forthwith by this Resolution to continue this necessary City service. <br />B. The State of California Office of Emergency Services is responsible for <br />implementing the United States Department of Homeland Security's <br />Emergency Management Performance Grant Program (EMPG). The <br />funds cover the salary costs for personnel involved in emergency <br />management activities as well as the cost of miscellaneous equipment <br />identified on the OHS approved equipment list. <br />C. The County of Orange is a subgrantee of the 2019 EMPG funds and <br />will provide funds to local governments for implementation of <br />countywide emergency management capabilities. <br />D. The City of Santa Ana is one of the subrecipients of the EMPG funds <br />and has been allocated $42,760 of the County of Orange's total EMPG <br />fund. <br />Section 2. The City Manager of the City of Santa Ana hereby authorizes the <br />execution of a sub -recipient transfer agreement (also called a transfer agreement) <br />with the County of Orange and/or Orange County Sheriffs Department in an amount <br />not to exceed $42,760. <br />Resolution 2020-038 <br />Page 1 of 2 <br />
