Salas, Diana
From: Raul Pena <raul.pena27@gmail.com>
Sent: Tuesday, April 21, 2020 2:36 PM
To: eComment
Subject: Proposal regarding residential/curbside cart refuse service rates
City Clerk:
I am requesting an inquiry toward the amount of revenue acquired by the City and/or the contracted refuse
services provider from recycled items collected from residential and commercial customers. The reason I am
interested in the amount (monthly or annual) is because currently I have seen no restrictions on persons who
remove recyclable items from curbside and commercial recycle bins and collect proceeds from alternative
sources.
It is unclear if an ordinance exists that discourages unauthorized removal of recyclable items. If such an
ordinance exists, it has not been visibly enforced by any City department. This revenue is being taken away
from the City, and with the proposed rate increase, residents and businesses are being pressed upon to subsidize
persons to continue the practice of removing recyclable materials before they can be obtained by the City.
Determining whether enforcement of a new or existing ordinance is cost -prohibitive cannot be determined
without clearly understanding the amount of revenue currently gained or potentially lost by unauthorized
removal of recyclable materials. It is in the best interest of the City, its residents and businesses to have a clear
understanding of this issue prior to the public hearing on June 2, 2020.
Raul Pena
1610 S Woodland PL
