<br /> <br />1 <br /> <br /> <br />RESOLUTION NO. 2020- <br /> <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVING THE <br />SUBMISSION OF THE FIVE YEAR PLAN FOR <br />FISCAL YEARS 2020-2025 AND SUBMISSION OF <br />THE ANNUAL PLAN FOR FISCAL YEAR 2020-2021 <br /> <br /> BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br /> <br /> Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br /> <br />A. The Housing Authority of the City of Santa Ana (the “Authority”) is required <br />by the U.S. Department of Housing and Urban Development (“HUD”) to have a Five <br />Year Plan and Annual Plan due to the fact that the Authority administers a Housing <br />Choice Voucher (“HCV”) Rental Assistance Program. <br /> <br />B. The purpose of the Authority’s Five Year Plan and Annual Plan is to <br />advise HUD, program participants and members of the public of its mission and strategy <br />to serve the needs of very low-income families. It provides information about the current <br />operations of the Authority, including programs, participants, services for the upcoming <br />year, and any operational or tenant concerns. <br /> <br />C. The Authority is required to review its operations and needs for the Five <br />Year Plan and Annual Plan with input from HCV participants. Three (3) Resident <br />Advisory Board Meetings were held on January 23, 2020, with responses incorporated <br />into the Five Year Plan and Annual Plan, as required by HUD regulations. <br /> <br />D. HUD regulations require a forty-five (45) day public comment period. On <br />February 20, 2020, notification was published in the Orange County Register and La <br />Opinion newspapers that the draft plan was available for public review. Additional notice <br />of the public review period was also provided in the Nguoi Viet newspaper on February <br />21, 2020. The public comment period ended on April 7, 2020. Further, a public hearing <br />was held by the Housing Authority on April 7, 2020, and all comments received at the <br />hearing are included in the final documents to be submitted to HUD. <br /> <br /> Section 2. The Five Year Plan for Fiscal Years 2020-2025 of the Housing Authority of <br />the City of Santa Ana is hereby approved and adopted. Said Five Year Plan shall be submitted <br />by the Authority to HUD. <br /> <br /> Section 3. The Annual Plan for Fiscal Year 2020-2021 of the Housing Authority of the <br />City of Santa Ana is hereby approved and adopted. Said Annual Plan shall be submitted by <br />the Authority to HUD. <br /> <br />EXHIBIT 3 <br />3-205
