Once the City is ready to move forward with elimination of the salary matrix <br />and creation of the salary schedule, it will provide its proposal to the Union and the <br />parties agree to promptly meet and confer on the issue. No changes will be made <br />until the negotiations process has been completed. The parties acknowledge that <br />such a change will require modification to language in several provisions of this <br />MOU. <br />4.3 Salaries <br />The base salary rate of each employee and classification shall be increased as follows: <br />A. Effective in the pay period including July- 1, 2019 — A base salary increase of seven <br />(7) salary rate ranges, which is approximately three and one-half percent (3.5%). <br />This salary increase shall be provided to those employees who are currently <br />employed as of the date the MOU is approved by the City Council. <br />B. Effective in the pay period including July 1, 2020 — A base salary increase of seven <br />(7) salary rate ranges, which is approximately three and one-half percent (3.5%). <br />C. Effective in the pay period including July 1, 2021 — A base salary increase of seven <br />(7) salary rate ranges, which is approximately three and one-half percent (3.5%). <br />4.4 Application of Basic Compensation Plan <br />The salary rate ranges contained in Section 4.2 of this article and the City's salary schedule <br />are monthly salary rate ranges; however, all employees working in classifications of <br />employment covered by this MOU shall be compensated at an hourly rate. <br />The regular rate of pay shall be computed as provided for by the Fair Labor Standards Act <br />(ELSA). <br />Any hourly rate of pay, defined as the regular hourly rate of pay, shall be computed by <br />dividing the monthly salary rate by one hundred and seventy-three point thirty-three <br />(173.33). In determining the hourly rate as herein provided, computation shall be made to <br />the nearest whole cent and a computation resulting in an even one-half cent ($0.005) shal I <br />fix the rate at the next higher whole cent. <br />4.5 Probation <br />A. The probationary period shall be two thousand and eighty (2080) hours, which is <br />the hourly equivalent of one (1) year from the date of appointment from an open <br />eligible list (new hire) or a reappointment eligible list (rehire). <br />B.
