After a period of litigation, RDAs were officially dissolved as of February 1, 2012. <br />The dissolution of the former City of Santa Ana Redevelopment Agency (RDA) resulted in the <br />reduced staffing levels and the ability to perform core functions by the Community Development <br />Agency (CDA). Thus, the City's Parking Operations were not considered a core function for CDA <br />and were subsequently transferred to the Finance and Management Services Agency (FMSA). Eight <br />years after the dissolution of the RDA, CDA has had the opportunity to reinstate their agency's <br />staffing levels, and now has the ability to re -assume the management of the Parking Operations <br />Program. The Parking Operations Program includes four (4) City -owned off-street parking structures <br />and one (1) surface lot, and off-street parking meters. The transfer of the Parking Operations <br />Program from FMSA to CDA, if approved, would be effective as of July 1, 2020. <br />Santa Ana's downtown parking system consist of roughly 3,185 municipaly-owned parking spaces; <br />of these spaces, 1,245 are on -street metered spaces. Downtown on -street meters are designed for <br />short-term parking, and long-term and overflow parking is available through five (5) parking facilities <br />with 1,989 spaces located Downtown. Four (4) facilities are multi -level parking structures that <br />accommodate both transient and monthly patrons and a surface lot that accommodates solely <br />transient patrons. Parking structures are correspondingly priced to encourage long-term use. <br />50A-1 <br />
