REQUEST FOR
COUNCIL ACTION
CITY COUNCIL MEETING DATE:
MAY 5, 2020
TITLE
0
ORDINANCE FIRST READING: APPROVE
THE TRANSFER OF THE PARKING
OPERATIONS PROGRAM FROM THE
FINANCE AND MANAGEMENT SERVICES
AGENCY TO THE COMMUNITY
DEVELOPMENT AGENCY
/s/Kristine Ridge
CITY MANAGER
CLERK OF COUNCIL USE ONLY:
❑
As Recommended
❑
As Amended
❑
Ordinance on 1s' Reading
❑
Ordinance on 2nd Reading
❑
Implementing Resolution
❑
Set Public Hearing For_
Wis]►111►111101i[W
FILE NUMBER
RECOMMENDED ACTION
Adopt an ordinance to approve the transfer of the Parking Operations Program (off-street parking
facilities and on -street parking meters) from the Finance and Management Services Agency (FMSA)
to the Community Development Agency (CDA) effective July 1, 2020.
DISCUSSION
As part of the 2011 Budget Act, and in order to protect funding for core public services at the local
level, the Legislature approved ABX126, the dissolution of the state's 400 plus Redevelopment
Agencys (RDA). After a period of litigation, RDAs were officially dissolved as of February 1, 2012.
The dissolution of the former City of Santa Ana Redevelopment Agency (RDA) resulted in the
reduced staffing levels and the ability to perform core functions by the Community Development
Agency (CDA). Thus, the City's Parking Operations were not considered a core function for CDA
and were subsequently transferred to the Finance and Management Services Agency (FMSA). Eight
years after the dissolution of the RDA, CDA has had the opportunity to reinstate their agency's
staffing levels, and now has the ability to re -assume the management of the Parking Operations
Program. The Parking Operations Program includes four (4) City -owned off-street parking structures
and one (1) surface lot, and off-street parking meters. The transfer of the Parking Operations
Program from FMSA to CDA, if approved, would be effective as of July 1, 2020.
Santa Ana's downtown parking system consist of roughly 3,185 municipaly-owned parking spaces;
of these spaces, 1,245 are on -street metered spaces. Downtown on -street meters are designed for
short-term parking, and long-term and overflow parking is available through five (5) parking facilities
with 1,989 spaces located Downtown. Four (4) facilities are multi -level parking structures that
accommodate both transient and monthly patrons and a surface lot that accommodates solely
transient patrons. Parking structures are correspondingly priced to encourage long-term use.
50A-1
