Approve the 2020-2024 Five -Year Consolidated Plan, 2020-2021 Annual Action Plan, and <br />Analysis of Impediments to Fair Housing Choice. <br />2. Authorize the submission of the 2020-2024 Five -Year Consolidated Plan, 2020-2021 Annual <br />Action Plan, and Analysis of Impediments to Fair Housing Choice to the United States <br />Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />All commission meetings were canceled for the month of April 2020 due to the COVID-19 local <br />emergency and closure of City Hall. <br />DISCUSSION <br />Every five years, the City of Santa Ana (City) must submit its Five -Year Consolidated Plan to the <br />United States Department of Housing and Urban Development (HUD) to receive funding for the <br />Community Development Block Grant (CDBG), the HOME Investment Partnerships (HOME), and <br />the Emergency Solutions Grants (ESG) programs (Exhibit 1). These federal funds provide for <br />affordable and supportive housing, community development programs, public services and <br />economic opportunities for the community. In general, the Five -Year Consolidated Plan describes <br />how the City will invest and allocate these limited federal funds for and on behalf of the community. <br />The Five -Year Consolidated Plan also includes the first Annual Action Plan for July 1, 2020 through <br />June 30, 2021 (e.g. the Plan for the first year of the Five -Year Plan). <br />As part of this planning process, the federal regulations for the Consolidated Plan also requires <br />that grantees conduct an Analysis of Impediments to Fair Housing Choice (Exhibit 2). To develop <br />the 2020-2024 Five -Year Consolidated Plan and 2020-2021 Annual Action Plan, staff conducted <br />extensive outreach and engagement to the community for three months from October 2019 to <br />75A-1 <br />
