MA-50 Needs and Market Analysis Discussion <br />Are there areas where households with multiple housing problems are concentrated? (include <br />a definition of "concentration") <br />As noted in the needs assessment, more than half of all households earning below 100%AMI experience <br />at least one housing problem (most commonly housing cost burden). These households experiencing <br />problems are located throughout the City and are not concentrated in a single neighborhood or <br />geography. <br />Are there any areas in the jurisdiction where racial or ethnic minorities or low-income families <br />are concentrated? (include a definition of "concentration") <br />This plan uses HUD's definition of Racially or Ethnically Concentrated Areas of Poverty (R/ECAP) to define <br />areas where low-income racial or ethnic minorities are concentrated. R/ECAPs are defined as areas with <br />a non -white population of 50 percent or more and 40 percent or more of individuals living at or below the <br />poverty line (or three or more times the average tract poverty rate for the metro area).
