The prevalence of homelessness in <br />Orange County and Santa Ana correlates with the rising cost of housing, which has <br />created more housing instability and the likelihood that a household disruption <br />such as an unanticipated medical cost, job loss or change or other event can cause <br />homelessness. <br />As such, the need for comprehensive homeless services, programming and <br />facilities is a critical need within the City. This need includes early intervention <br />homeless prevention, increasing the supply of emergency and transitional shelter <br />options, permanent housing solutions, and the provision of critical services to <br />those who are at -risk of becoming homeless, currently homeless, or recently <br />homeless. <br />Basis for <br />In community meetings, surveys, and stakeholder meetings, the need for <br />Relative <br />comprehensive homeless programs was consistently ranked as one of the City's <br />Priority <br />greatest needs.
