certifies that no less than 70 percent of the CDBG funds received, over a three-year certification period, <br />will be designed to benefit low- and moderate -income persons. <br />HOME Investment Partnerships (HOME) Program <br />The Cranston -Gonzalez National Affordable Housing Act created the HOME program to give states and <br />local governments a flexible funding source to use —often in partnership with local nonprofit groups —to <br />fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent <br />or homeownership or providing direct rental assistance to low-income people. HOME is a federal block <br />grant to local governments with the sole purpose of creating affordable housing opportunities for low- <br />income households. <br />ESG / Regional Homeless Continuum of Care <br />The ESG program provides grantees with resources to be used within the context of the Consolidated Plan <br />and the regional Continuum of Care (CoQ strategyto address homelessness. Eligible ESG activities include: <br />• Street outreach: Outreach to unsheltered homeless individuals and families to connect them with <br />emergency shelter, housing or critical services; <br />• Emergency shelter: Major rehabilitation, conversion or renovation of a building to be used as <br />emergency shelter for homeless persons; essential services such as case management, childcare, <br />education services, employment and job training; shelter operations such as maintenance, rent, <br />repair, security, fuel, insurance, utilities, relocation and furnishings; <br />• Homelessness prevention: Housing relocation and stabilization services and short -and/or medium - <br />term rental assistance to prevent homelessness if annual income is 30% or less of AMI and <br />assistance is necessary to regain stability in current permanent housing or move into other <br />permanent housing; and <br />• Rapid re -housing: Housing relocation and stabilization services and short -and/or medium -term <br />rental assistance to help individuals or families living in shelters or in places not meant for human <br />habitation move into permanent housing and achieve stability. <br />ESG funds include a 1:1 match requirement and must be fully expended within 24 months. In <br />administering the ESG program, the City will align with the Orange County Continuum of Care. <br />Orange County's homeless system of care is comprised of a network of public, private, faith -based, for - <br />profit, and non-profit service providers who utilize several federal, state and local resources to provide <br />services for homeless people. Hundreds of agencies throughout the County provide programs ranging <br />from feeding the homeless on the street to creating permanent supportive housing opportunities. These <br />services are available to homeless families with children, and single men and women.
