SP-70 Anti -Poverty Strategy — 91.215(j) <br />Jurisdiction Goals, Programs and Policies for reducing the number of Poverty -Level Families <br />Similarto other communities in Orange County and across the nation, poverty continues to be a significant <br />challenge. According to the 2011-2015 American Community Survey 5-Year Estimates, there are 72,074 <br />(22.1%) Santa Ana residents living in poverty. By educational attainment, the greatest share of those living <br />below the poverty line are those with less than a high school degree (24.8%). Of the workforce, 21.4% of <br />those who worked part-time or for part of the year were below the poverty line and more than 30% of <br />those who did not work at all lived below the poverty line <br />In an effort to meaningfully address this challenge, all goals of the 2020 - 2024 Strategic Plan are aligned <br />to support activities that promote the availability of affordable housing and provide essential services that <br />directly benefit low- and moderate -income residents. In the implementation of the Plan, the City will <br />prioritize funding for activities that most effectively address the Plan goals over the next five years. This <br />strategy will emphasize using CDBG funds to help individuals and families rise out of poverty to long-term <br />self-sufficiency. <br />Through these programs, as well as other housing, community development, economic development, and <br />social services funded with other federal, state, local and non -governmental resources, the City will strive <br />to reduce the absolute number and relative share of residents living below the poverty line. <br />How are the Jurisdiction poverty reducing goals, programs, and policies coordinated with this <br />affordable housing plan <br />Santa Ana is a high housing cost area and, as noted in the Market Analysis, has continued to see a rapid <br />increase in housing costs (both rental and homeownership) while incomes have not increased at the same <br />rate. <br />Data collected by the National Low -Income Housing Coalition in the 2019 Out of Reach Report indicates <br />that the median wage needed to afford a two -bedroom apartment in Orange County is $81,480. A <br />minimum wage earner must work 131 hours per week to afford that same two -bedroom unit. Even if a <br />household can earn the necessary amount for rent, many families do not have safety -net resources such <br />as savings or local family to support them through a financial crisis. A job loss, sudden illness or rent <br />increase can often push the family beyond their financial limits and result in the loss of their home. <br />National funding limitations on affordable housing development, preservation, and Section 8 Housing <br />Choice Vouchers has resulted in long wait lists and limitations in the number of households that can be <br />assisted within the City. This consequently creates a gap of those households in need of assistance and <br />the availability of the assistance. <br />Through the goals set forth in this Consolidated Plan, the Citywill continue to target programs and services <br />to benefit low- and moderate -income residents and households and reduce the number of those living <br />near or below the poverty level. <br />Consolidated Plan SANTA ANA 138 <br />OMB Control No: 2506-0117(exp. 06/30/2018) 75A-146 <br />
