On the <br />surface, we have lots of graffiti and worn down buildings that make our <br />communities not look so great. The root causes for that could be poverty, <br />and homeowners/landlords not investing in the upkeep of homes. <br />102. We are a large immigrant population, and that needs to be <br />acknowledged when making these changes.
