• Coordinated with local lenders to expand outreach efforts to first time homebuyers in <br />minority neighborhoods. <br />• Affirmatively marketed first-time homebuyer and/or housing rehabilitation programs in <br />neighborhoods with high denial rates, high minority population concentrations and limited <br />English-speaking proficiency to help increase loan approval rates. <br />Housing for Persons with Disabilities <br />The City has adopted formal policies and procedures in the Municipal Code to reasonably <br />accommodate the housing needs of disabled residents. <br />Zoning Regulations <br />• The City has an Accessory Dwelling Unit (ADU) ordinance that allows for the production <br />in all residential zones. <br />• Single -Room Occupancy Housing: the City has specific provisions for SROs in our Zoning <br />Ordinances and has clarified in our Housing Elements how SROs are provided for under <br />other zoning classifications. <br />• Transitional/Supportive Housing: the City has ordinances and development standards that <br />allow transitional and supportive housing in the manner prescribed by State law, regulated <br />as a residential use and subject to the same permitting and standards as similar residential <br />uses of the same type in the same zone. <br />Density Bonus hicentives <br />The City is amending the Zoning Code to reflect current State density bonus law. <br />City of Huntington Beach <br />Housing Discrimination <br />• The City's Code Enforcement staff provides fair housing information and referrals to <br />tenants in the field. <br />Racial and Ethnic Segregation <br />• The City's Inclusionary Housing Ordinance allows for developers to be eligible for reduced <br />City fees if projects exceed the minimum (10%) inclusionary requirements on -site. <br />• In early 2020, the City established an Affordable Housing Overlay within the Beach and <br />Edinger Corridors Specific Plan that allows for ministerial (by -right) project approval and <br />other development incentives for projects providing a minimum of 20% of the total units <br />affordable to lower income households on -site. <br />• Since 2016, the City has approved four density bonus projects. <br />• In fiscal year 2015/16, the City established a tenant based rental assistance program <br />(TBRA); program assistance includes security deposit and rental assistance paid directly <br />to the landlord as well as housing relocation and stabilization services, case managements, <br />outreach, housing search and placement, legal services, and financial management/credit <br />repair. <br />14 <br />75A-293 <br />
