Unfair Lending <br />• The City monitors Home Mortgage Disclosure Act data to determine if there are significant <br />shifts in the approval rates for applicants of different race or ethnicities from year to year. <br />• The City provided/participated in homebuyer workshops in Irvine or the Orange County <br />region to educate potential homebuyers on their rights under the Fair Housing Act with <br />respect to lenders and fair lending practices. <br />City of La Habra <br />Housing Discrimination <br />• La Habra worked with the Fair Housing Foundation (FHF) and previously worked with <br />Fair Housing Council of Orange County to provide education and outreach activities, <br />trainings to owners and managers, general counseling and referrals, and tenant -landlord <br />walk-in clinics. <br />Racial and Ethnic Segregation <br />• La Habra has a grant/loan program available for low-income residents to receive assistance <br />in the rehabilitation of owner -occupied properties. <br />• La Habra's Zone Codes allow for use of density bonus in order to encourage developers to <br />include units with restricted rents or reduced sales prices for low and moderate -income <br />households. <br />La Habra along with the Fair Housing Council of Orange County (2015) and the Fair <br />Housing Foundation (2016-current) provides information in both English and Spanish. La <br />Habra also provides bilingual pay to employees that speak other non-English languages. <br />Finally, La Habra has a contract with Links Sign Language & Interpreting Service to <br />provide translation service for languages in which bilingual staff cannot provide in house <br />including American Sign Language. <br />La Habra participates in the Cities Advisory Committee hosted by Orange County Housing <br />Authority to discuss housing issues and housing choice vouchers within the County. <br />Although La Habra does not have a down payment assistance program, residents are <br />referred to NeighborWorks of Orange County for down payment assistance. <br />La Habra also hosted a homebuyer education workshop with NeighborWorks of Orange <br />County to provide education and training to first-time homebuyers, lenders and realtors. <br />These workshops are marketed to areas of racial/ethnic concentrations within La Habra. <br />Reasonable Accommodations <br />• La Habra worked with Fair Housing Council of Orange County and now the Fair Housing <br />Foundation to conduct seminars on reasonable accommodation. n=during Fiscal Year 2015 <br />to provide these services.
