• Implemented HUD-5380 Notice of Occupancy Rights under the Violence <br />Against Women Act, HUD-5382, Certification of Domestic Violence, <br />Dating Violence, Sexual Assault, or Stalking, and Alternate <br />Documentation, and HUD-5383 Emergency Transfer Request for Certain <br />Victims of Domestic Violence, Dating Violence, Sexual Assault, or <br />Stalking. <br />• Coordinated with the County of Orange Domestic Violence office for <br />referrals and to ensure applicants and participants are informed on all <br />available services. <br />• Provided information on VAWA in regards to owner/tenant responsibilities <br />and evictions to all program applicants and participants; e-mailed the <br />information to all owners. <br />• SAHA trained staff on VAWA at least once annually. Staff also proactively <br />provided information on VAWA to any program participant or applicant <br />who may show any evidence that information on VAWA is needed. <br />Unfair Lending <br />• As resources permitted, the City monitored HMDA data annually using the 2013 HMDA <br />analysis as a benchmark. <br />• The City, through its contract with the Orange County Fair Housing Council, had access <br />to resources to identify and/or address any potential issues regarding redlining, predatory <br />lending and other illegal lending activities. Through HUD -funded enforcement activities, <br />Orange County Fair Housing Council has engaged in regional paired pre -application <br />testing to uncover possibly discriminatory mortgage lending practices. In addition, the city <br />reviewed their agreements annually to make sure that increased and comprehensive <br />services are being provided, and that education and outreach efforts are expanded and <br />affirmatively marketed in low and moderate income and racial concentrated areas. <br />• The City ensured that minority groups have access and knowledge of City programs, <br />supportive services by providing information as widely as possible to the community in <br />multiple languages. <br />• The City coordinate with local lenders to expand outreach efforts to first time homebuyers <br />in minority neighborhoods by providing quarterly workshops to first time homebuyers in <br />partnership with NeighborWorks Orange County. <br />• The City affirmatively marketed first-time homebuyer and/or housing rehabilitation <br />programs in neighborhoods with high denial rates, high minority population concentrations <br />and limited English speaking proficiency to help increase loan approval rates by providing <br />quarterly workshops to first time homebuyers in partnership with NeighborWorks Orange <br />County and providing information as widely as possible to the community in multiple <br />languages. <br />Zoning Codes <br />• The City complied with current State density bonus law even though the municipal code <br />was not updated to reflect current State law for the following projects: <br />o Villa Court Senior Apartments — a 418-unit affordable rental project at 2222 East <br />First Street. <br />27 <br />75A-306 <br />
