The high level of fluctuation in this <br />RECAP indicates that the area hovers around the 40% poverty threshold to qualify as a RECAP. <br />The second RECAP, which appeared on the University of California, Irvine campus is again likely <br />caused by the presence of diverse students, though increasing poverty is also likely a factor.
