I. Patterns in Disparities in Access to Opportunity <br />1. For the protected class groups HUD has provided data, identify and discuss any <br />overarching patterns of access to opportunity and exposure to adverse community <br />factors. Include how these patterns compare to patterns of segregation, integration, <br />and R/FCAPs. Describe these patterns for the jurisdiction and region <br />Generally, access to opportunity is highest for non -Hispanic Whites and Asians/Pacific Islanders <br />in Orange County. By contrast, access to opportunity is generally lower for Black residents than <br />for non -Hispanic Whites and Asians and access is lowest for Hispanics. Metrics are lower on <br />average in census tracts with more of each of these groups. Geographically, access to economic, <br />environmental, and educational opportunity is generally lowest in portions of North Orange <br />County. Anaheim, Garden Grove, Santa Ana, and Westminster all have relatively low scores <br />across various dimensions of opportunity. Access to opportunity is also low in San Juan <br />Capistrano.
