Disproportionate Housing Needs <br />Which groups (by race%thnicity and family status) experience higher rates of housing cost burden, <br />overcrowding, or substandard housing when compared to other groups? Which groups also <br />experience higher rates ofsevere housing burdens when compared to other groups? <br />Across Orange County, many residents face high rates of housing problems, severe housing problems, <br />and severe housing cost burden. The four HUD -designated housing problems include when a "l) <br />housing unit lacks complete kitchen facilities; 2) housing unit lacks complete plumbing facilities; 3) <br />household is overcrowded; and 4) household is cost burdened"'. Households are considered to have a <br />housing problem if they experience at least one of the above.
