459 19.60% <br />HCV Program <br />In Orange County, according to the 2013-2017 American Community Survey 5-Year Estimates, <br />11.1% of the civilian noninstitutionalized population has a disability. As the tables above reflect, <br />the proportion of people with disabilities with Housing Choice Vouchers exceeds the overall <br />population concentration of people with disabilities. For other programs, the data is more <br />idiosyncratic with disproportionately low concentrations of persons with disabilities in Project - <br />Based Section 8 and Other Multifamily housing in some cities and disproportionately high <br />concentrations in others.
