b. Explore the creation of a mobility counseling program that informs Housing Choice <br />Voucher holders about their residential options in higher opportunity areas and provides <br />holistic supports to voucher holders seeking to move to higher opportunity areas. <br />The housing authorities located in Orange County currently lack funding to implement full-scale <br />housing mobility programs. A formal counseling program, as found in Chicago, Dallas, Baltimore, <br />and elsewhere, can make a significant difference in the settlement patterns of HCV households. <br />These programs generally identify opportunity areas, while assisting voucher holders to find new <br />residences within them. Workshops and information sessions allow for participants to ask <br />questions, find higher -performing schools and locate areas of lower crime. Individual counselors <br />may provide assistance to families to find units in opportunity areas, while also following up post - <br />move to ensure the family is adjusting well to their new neighborhood. <br />c. Study and make recommendations to improve and expand Orange County's public <br />transportation to ensure that members of protected classes can access jobs in job centers in <br />Anaheim, Santa Ana, and Irvine. <br />There are few viable and reliable public transportation options in Orange County. It is important <br />that there is a match between where low- and moderate -income members of protected classes, who <br />are more likely to use public transportation, are able to commute to county job centers. <br />d. Increase support for fair housing enforcement, education, and outreach. <br />Nonprofit fair housing organizations and legal services providers play a critical role in fair housing <br />enforcement, education, and outreach but struggle to meet the full needs of victims of <br />discrimination due to limited financial and staff capacity. By helping these organizations expand <br />their operations, municipalities can ensure that groups have can address critical emerging issues, <br />like those that have stemmed from the passage of S.B. 329, which extends source of income <br />protections to Housing Choice Voucher holders, and A.B. 1482, which caps annual rent increases <br />in at 5% plus the regionally -adjusted Consumer Price Index and requires landlords to have 'Just <br />cause" in order to evict tenants. It would also make proactive audit testing of housing providers <br />rather than reactive complaint -based testing more feasible. <br />VI. Santa Ana -Specific Goals <br />a. Review and amend Santa Ana's inclusionary housing ordinance to increase its <br />effectiveness. The review should include an evaluation of whether or not the current in - <br />lieu fee is set high enough relative to the cost to develop units on -site. The current fee was <br />established in 2015 and since then the market values have increased. The evaluation should <br />also consider requiring on -site affordable housing for projects with fifty or more units, with <br />no option to pay the in -lieu fee, while simultaneously increasing the in -lieu fee for projects <br />under fifty units. <br />b. Evaluate the creation of a motel conversion ordinance to increase the supply of permanent <br />supportive housing similar to the City of Anaheim and Los Angeles. Such an ordinance <br />would allow existing motels to be rehabilitated more efficiently to respond to Santa Ana's <br />immediate housing needs. <br />277 <br />75A-556 <br />
