Buena Park have similar concentrations to the county as a whole. Additionally, although Santa <br />Ana has a fairly high concentration of Other Vacant units among its vacant units, overall vacancy <br />is very low there in relation to the county as a whole. This is consistent with a picture of housing <br />market that is very tight for low-income residents even in the lowest income parts of the area. <br />Displacement and Lack of Housing Support for Victims of Domestic Violence, Dating Violence, <br />Sexual Assault, and Stalking <br />Displacement and lack of housing support for victims of domestic violence, dating violence, sexual <br />assault, and stalking are not significant contributing factors to fair housing issues in Orange <br />County. California state law protects victims of domestic violence, sexual assault, stalking, human <br />trafficking, or abused elder or dependent adult who terminates their lease early.21 The tenant must <br />provide written notice to the landlord, along with a copy of a temporary restraining order, <br />emergency protective order, or protective order that protects the household member from further <br />domestic violence, sexual assault, stalking, human trafficking, or abuse of an elder or dependent <br />adult. Alternatively, proof may be shown by submitting a copy of a written report by a peace <br />officer stating that the victim has filed an official report, or documentation from a qualified third <br />party acting in their professional capacity to indicate the resident is seeking assistance for physical <br />or mental injuries or abuse stemming from the abuse at issue. Notice to terminate the tenancy must <br />be given within 180 days of the issuance date of the qualifying order or within 180 days of the date <br />that any qualifying written report is made. This Analysis did not reveal specific evidence of <br />noncompliance with these requirements in Orange County or of other barriers faced by domestic <br />violence survivors. <br />Displacement of Residents Due to Economic Pressures <br />Displacement of residents due to economic pressures is a significant contributing factor to fair <br />housing issues in Orange County and, in particular, in parts of Orange County that have historically <br />had concentrations of low-income Hispanic and Vietnamese residents. The map below from the <br />Urban Displacement Project at the University of California Berkeley shows census tracts that <br />experienced gentrification both between 1990 and 2000 and between 2000 and 2015 (in red), <br />census tracts that experienced gentrification between 2000 and 2015 (in light blue), census tracts <br />that experienced gentrification between 1990 and 2000 (in dark blue), and disadvantaged <br />communities that have not gentrified (in tan). Although there are no census tracts in Orange County <br />coded as having experienced gentrification in both time periods, there are several census tracts that <br />have undergone gentrification at some point since 1990 including in Anaheim, Costa Mesa, Dana <br />Point, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, Irvine, Orange, San <br />Clemente, and Villa Park. Though the Urban Displacement Project does not map the risk of future <br />gentrification in displacement in Southern California as it does in the Bay Area, the areas most <br />vulnerable to gentrification and displacement in Orange County — going forward — are <br />disadvantaged areas located near areas that have already gentrified and disadvantaged areas <br />located near major transit assets as well as anchor institutions like universities and hospitals. <br />21 <br />https://Ieginfo.legislature.ca.gov/faces/codes displaySection.xhtml?lawCode—CIV§ionNum=1946.7 <br />310 <br />75A-589 <br />
